Question for 2013

Ok, so since there was never a clear answer to this, I'll make a new thread.

In 2012, there were problems with some people being told that they could not record their panels and others being told that there was no problem to do such.

I'm wanting to know what the policy is for recording video at panels. There has always been a grey area of sorts, so I would like for this to be cleared up.

So, here's the two part question:

What is the policy for video recording of panels? Is it any different for your own panels?
