Since Saturday evening is pretty much dominated by Cosplay, how about Friday evening. Around 5pm, so we're done before the 18+ panels and big events (Hell, Dance, Concert, any of Spike's panels). We can fine-tune the time if the schedule comes out ahead of time. Sound like a plan?

A sticker system is an elegant idea that can be extended beyond a single pannel (which would require AZ approval) to the entire weekend.

A simple, relaxed environment to let things happen when they happen (those are usually the best).
